Megumi, Miki, and Ayako are three professional cat burglar-style thieves working for a clandestine organization specialized in dangerous missions and undercover operations. Their new assignment arrives in an unusual way: a courier delivers a package to headquarters, and once they open it, they find a recorded message from their superior, Chief Hagi. The man explains that several young women have recently been kidnapped and that suspicions point toward a mysterious foreign embassy. According to rumors, something far darker is hidden behind its diplomatic façade.
The chief’s message also contains a sharp joke: he comments that the three women probably do not have to worry about being kidnapped themselves. Megumi immediately becomes irritated by the remark and protests, while the others react with more detachment. Despite the light tone at the beginning, the team quickly realizes the situation is serious.
Megumi rapidly takes operational control. She decides that she and Miki will go directly to observe the embassy, while Ayako will continue gathering information from other sources and remain in contact with headquarters.
When Megumi and Miki arrive at the building, they find an unsettling place immersed in silence and surrounded by guards. The two speak quietly while watching the dark windows and the movements of the security patrols. Miki wonders what really goes on inside an embassy, and Megumi replies that such places often hide powerful and corrupt men capable of any atrocity to protect their own interests.
The two wait until nightfall and decide to infiltrate the compound. Once they cross the perimeter, however, they almost immediately realize that the building truly conceals illegal activities. Shortly afterward, they are captured by the men controlling the place.
Ayako, who remained outside, notices that her companions have stopped communicating. Worried, she immediately contacts Chief Hagi and informs him that Megumi and Miki disappeared inside the embassy. Hagi promises to organize reinforcements while Ayako heads there personally.
Meanwhile, Megumi and Miki are taken to a secret room where they meet the embassy’s true master: a wealthy criminal who is elegant and cruel, speaking with refined manners while revealing a deeply sadistic and perverse nature. The man explains that he already knows the two women are spies and demands to know who sent them.
When the protagonists refuse to talk, the criminal orders a humiliating form of torture based on tickling. The two women are restrained and physically tormented while the man and his subordinates amuse themselves by watching their reactions. The criminal repeatedly asks whether it “tickles,” delivering his questions in a playful and mocking tone as though everything were merely a game.

Megumi initially tries to maintain control, but she soon begins reacting with muffled, broken laughter. She clenches her teeth in an effort to resist, yet the tickling forces short bursts of nervous, involuntary giggling out of her. Her protests are constantly interrupted by half-hysterical laughs.
Miki is subjected to the same treatment. Her reactions are even more chaotic: she alternates between screams, pleading, and uncontrollable giggles, she has gasping breaths and difficulty breathing between each wave of tickling. The criminal interprets those reactions as signs that they are beginning to break and keeps increasing the intensity of the torture.

The more the criminal persists, the more confused and uncontrollable their voices become. At certain points Megumi even seems temporarily unable to form complete sentences, managing only fragmented protests interrupted by involuntary laughter.
The criminal repeatedly insists that everything would stop if they confessed. He describes the torture as a form of private entertainment and treats the kidnappings as a kind of “game” reserved for the rich and powerful. Megumi openly insults him, calling him a monster and reminding him that kidnapping and abuse are real crimes. Irritated by her resistance, he orders the torment to continue.
Eventually Ayako succeeds in infiltrating the embassy herself. Moving through hidden corridors, she discovers other imprisoned women and realizes that the human trafficking operation run by the criminal is far larger than expected. After freeing several victims, she orders them to escape and seek help while she continues alone.
When she finally reaches the room where Megumi and Miki are being held, she finds her companions exhausted and still subjected to interrogation and tickling torture. The criminal is still trying to break their will, convinced that they will eventually surrender.

Despite being completely drained, Megumi continues provoking him. Between heavy breathing and involuntary laughter, she still manages to threaten him, warning that he will regret everything he has done. The criminal reacts sarcastically and orders the torture to begin again.
At that exact moment, Ayako launches her attack. She ambushes the guards and throws the room into chaos. While the criminal’s men scramble to react, Megumi and Miki finally manage to free themselves.

Shortly afterward, the reinforcements sent by Chief Hagi arrive as well. The human trafficking ring is exposed and the prisoners are rescued. At the end of the operation, the three thieves are reunited once again. Miki and Megumi remain deeply embarrassed about having been seen in such a vulnerable state, especially by their superior, but Hagi openly acknowledges their courage: despite the torture, the pain, and the uncontrollable laughter caused by the tickling, neither of them betrayed the organization or revealed information to the enemy.
